No current international convention specifically addresses their needs, nor explicitly prohibits age-based discrimination (<strong><a href=\"https:\/\/www.silvereco.org\/en\/international-day-of-older-persons-take-a-stand-against-ageism-on-october-1st\/\">ageism<\/a><\/strong>). This initiative seeks to remedy these systemic shortcomings.<\/p>\n\n\n\n<p>Elena Sergi, an activist with <strong>Amnesty International<\/strong>, welcomed this development as \u201c<strong>a major step forward in the fight to protect the rights of older people.<\/strong>\u201d She emphasized the need for full and effective participation of civil society and organizations representing older persons at every stage of the process.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Violations of the rights of older persons too often ignored<\/h3>\n\n\n\n<p><strong>Older persons<\/strong> face numerous <strong>abuses<\/strong>: physical violence (particularly in institutions), social and political exclusion, discrimination in access to employment, healthcare, and social protection, and a <strong>general lack of inclusion in public policies<\/strong>. Their <strong>vulnerability<\/strong> is further heightened in <strong>humanitarian crises<\/strong>, armed conflicts, and in the face of climate change.<\/p>\n\n\n\n<p>Organizations such as Amnesty International, Human Rights Watch, <strong><a href=\"https:\/\/www.silvereco.org\/en\/helpage-raise-your-voice-against-ageism\/\">HelpAge International<\/a><\/strong>, and the Global Alliance for the Rights of Older People (<strong><a href=\"https:\/\/www.silvereco.org\/en\/older-activist-training-programme-by-the-global-alliances-a-success\/\">GAROP<\/a><\/strong>) have long denounced the lack of specific protections. Amnesty\u2019s \u201c<strong>Age Loud!<\/strong>\u201d campaign notably helped elevate the issue to the international stage.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Rights of older persons : A victory after more than a decade of efforts<\/h3>\n\n\n\n<p><strong>Since 2010<\/strong>, a <strong><a href=\"https:\/\/www.silvereco.org\/en\/united-nations-ask-people-to-come-together-to-support-the-rights-of-the-elderly\/\">UN<\/a><\/strong> open-ended working group on ageing has assessed the <strong>shortcomings of the existing framework<\/strong>. Fourteen sessions have been held, clearly demonstrating the need for a dedicated international instrument. <strong>More than 400 GAROP member <\/strong>organizations supported the call to action.<\/p>\n\n\n\n<p>This mobilization led, in May 2024, to a unanimous recommendation by UN member states in favor of stronger measures. <strong>The April 3, 2025 resolution formalizes this political will.<\/strong><\/p>\n\n\n\n<h3 class=\"wp-block-heading\">A growing global awareness<\/h3>\n\n\n\n<p><strong>Five countries<\/strong> played a crucial role in this landmark decision: Argentina, Brazil, The Gambia, the Philippines, and Slovenia. Their commitment reflects a <strong>growing global awareness<\/strong> that <strong><a href=\"https:\/\/www.silvereco.org\/en\/south-korea-faces-an-unprecedented-demographic-crisis\/\">population ageing is a universal phenomenon<\/a><\/strong> requiring a coordinated international response.<\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"768\" height=\"432\" src=\"https:\/\/www.silvereco.org\/en\/wp-content\/uploads\/2025\/04\/lutte-contre-agisme-768x432-1.png\" alt=\"rights of older persons - ageism\" class=\"wp-image-44017\" srcset=\"https:\/\/www.silvereco.org\/en\/wp-content\/uploads\/2025\/04\/lutte-contre-agisme-768x432-1.png 768w, https:\/\/www.silvereco.org\/en\/wp-content\/uploads\/2025\/04\/lutte-contre-agisme-768x432-1-400x225.png 400w\" sizes=\"auto, (max-width: 768px) 100vw, 768px\" \/><\/figure>\n\n\n\n<p><strong>Marcus Riley<\/strong>, a representative of the Global Ageing Network, <strong>praised this decision<\/strong> <em>\u201ca historic decision that will transform the lives of millions of older people around the world<\/em>.\u201d<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Next steps<\/h3>\n\n\n\n<p>The newly established working group is expected to hold its <strong>first organizational session before the end of 2025<\/strong>. Two annual meetings are planned in Geneva, with live streaming to ensure transparency. <strong>UN member states, NGOs, and older persons<\/strong> themselves will be actively<strong> involved in drafting the text<\/strong>.<\/p>\n\n\n\n<p><strong>AGE Platform Europe<\/strong>, a key partner in the process, plans to conduct inclusive consultations, webinars, trainings, and meetings to ensure that the lived experiences of older persons are fully reflected in the final document.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Towards a universal convention on the rights of older persons<\/h3>\n\n\n\n<p>The forthcoming convention could include several key provisions:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>An explicit prohibition of age-based discrimination<\/strong><\/li>\n\n\n\n<li><strong>Equal access to justice, healthcare, and social services<\/strong><\/li>\n\n\n\n<li><strong>Enhanced protection in humanitarian crises or conflict situations<\/strong><\/li>\n\n\n\n<li><strong>A requirement for member states to adopt non-discriminatory legislation<\/strong><\/li>\n\n\n\n<li><strong>Recognition of the contributions of older persons to society<\/strong><\/li>\n<\/ul>\n\n\n\n<figure class=\"wp-block-image alignright size-full is-resized is-style-rounded\"><img loading=\"lazy\" decoding=\"async\" width=\"285\" height=\"285\" src=\"https:\/\/www.silvereco.org\/en\/wp-content\/uploads\/2025\/04\/Andrew-Kavala-285x285-1.png\" alt=\"Andrew Kavala\" class=\"wp-image-44018\" style=\"width:178px;height:auto\"\/><\/figure>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p><em>To move forward, it is essential that civil society\u2014especially older people and the organizations representing them, be fully and effectively involved.
