This tool is just one of the many ways the\u00a0government intends\u00a0to use big data to better harness resources and adapt public budgeting to the needs of its\u00a01.4 billion\u00a0people.\u00a0Officials hope the system will help them predict <a href=\"http:\/\/www.silvereco.org\/en\/the-white-book-on-frailty-a-guide-on-detecting-and-treating-frailty\/3127432\">mobility loss<\/a>, among relevant trends, in order to set up age-appropriate infrastructures.<\/p>\n<p class=\"canvas-text Mb(1.0em) Mb(0)--sm Mt(0.8em)--sm canvas-atom\" style=\"text-align: justify;\" data-type=\"text\" data-reactid=\".1ugl3vrc8m4.$0.0.0.1.2.0.2.0.0.$Col1-0-ContentCanvas-Proxy.$Col1-0-ContentCanvas.0.4.2.$19\">The government also aims to\u00a0improve home-based care; thus the card is also a means to identifying\u00a0seniors living on their own, their incomes, as well as the frequency at which they require services such as meal delivery or cleaning professionals, all of those can be paid for directly using the card.<strong> This system\u00a0could thus prove a useful tool in fostering autonomy among\u00a0<a href=\"http:\/\/www.silvereco.org\/en\/infographics-how-to-make-a-home-safe-for-old-people\/3125985\">home-based seniors.<\/a><\/strong><\/p>\n<h3 class=\"canvas-text Mb(1.0em) Mb(0)--sm Mt(0.8em)--sm canvas-atom\" data-type=\"text\" data-reactid=\".1ugl3vrc8m4.$0.0.0.1.2.0.2.0.0.$Col1-0-ContentCanvas-Proxy.$Col1-0-ContentCanvas.0.4.2.$19\">China takes the lead\u00a0in integrated technologies<\/h3>\n<p style=\"text-align: justify;\">Beijing is not alone in its commitment to the elderly; other cities have already implemented social security cards allowing seniors to use public transport and consult health professionals for free. The southern province of Guangdong has also announced that its public strategies would soon undergo a transformation\u00a0to integrate big data.\u00a0By the end of 2018, this system will be extended to\u00a0Beijing, Tianjin and Hebei provinces and will involve nearly 20 million Chinese\u00a0seniors, cementing China&#8217;s commitment to its aging population.<\/p>\n<p class=\"canvas-text Mb(1.0em) Mb(0)--sm Mt(0.8em)--sm canvas-atom\" style=\"text-align: justify;\" data-type=\"text\" data-reactid=\".1ugl3vrc8m4.$0.0.0.1.2.0.2.0.0.$Col1-0-ContentCanvas-Proxy.$Col1-0-ContentCanvas.0.4.2.$19\">According to Rogier Creemers, an Oxford scholar dedicated \u00a0to researching China&#8217;s governance of technology, the extent of China&#8217;s integration of big data into public policies\u00a0sets up an unprecedented example.\u00a0The Chinese Communist party acting as a
